What can pastors do to help their church be a better sending church?

For pastors that want to actually help their church become a better sending church, they need to be not only taking personally the Great Commission seriously, but also they need to be reading books that will inflame them to preach this thing with passion and pray for their people, that God would raise up from their people sons and daughters that would go to the ends of the Earth. He needs to be talking to the parents too because too often Christian parents want to see the Great Commission accomplished, but not with their kids– somebody else's kids. He needs to prepare their parents to let go of their sons and daughters.

There's just a host of things they can be doing and to be looking and praying with the elders of the church. Who are our best and brightest? Get them ready. Don't be confrontational but get ahead of it like they did in Acts 13.
